Role Overview

We are seeking a Technical Scrum Master to facilitate a high-visibility workgroup focused on the acquisition and modeling of external clinical data (CommonWell, FHIR, CDA). This is not a "generic" facilitator role; we need someone technically savvy who understands the nuances of data architecture and interoperability.
You will guide a specialized team of Data Modelers and Business Analysts through the design phase and lead the execution of the delivery phase. You will be responsible for ensuring that complex dependencies—such as FHIR resource decomposition and CDA mapping—are tracked, managed, and delivered on schedule.

Core Responsibilities

1. Technical Facilitation & Working Sessions

  • Lead and facilitate technical working sessions focused on FHIR structure design and CDA-to-FHIR mapping strategies.
  • Bridge communication between architects and stakeholders, ensuring technical blockers are identified and addressed in real-time.
  • Guide the team through resource-level decomposition discussions, ensuring the "Business Aligned Interpretation" stays on track.

2. Delivery Management & Dependency Tracking

  • Drive the end-to-end delivery of the data modeling framework and the "Serve Layer" alignment.
  • Proactively manage backlog dependencies, specifically coordinating between data acquisition (External sources) and internal consumption (Flattened FHIR datasets).
  • Ensure that "Reusable Patterns" are prioritized within the sprint to accelerate future use cases.

3. Agile Governance & Reporting

  • Maintain a high-integrity backlog in JIRA, ensuring all deliverables (Mapping insights, Schema designs, and Curation strategies) are clearly defined and estimated.
  • Provide robust progress reporting and velocity tracking, using JIRA dashboards to communicate status to senior leadership.
  • Manage the transition from the initial Design phase to the full Implementation/Delivery phase (T&M or Contract-based).

Qualifications & Requirements

  • Technical Literacy: While not a developer, you must be comfortable discussing FHIR resources, JSON structures, and data normalization concepts. Experience in a healthcare/interoperability environment is highly preferred.
  • Agile Expertise: Certified Scrum Master (CSM) or equivalent experience, with a deep mastery of JIRA for managing complex, non-linear design tasks.
  • Delivery-Focused: Proven track record of moving projects from "Abstract Design" to "Technical Delivery."
  • Dependency Specialist: Expert at identifying and mitigating risks in data-heavy environments where source-system availability (CommonWell) is a factor.

Key Deliverables

  • Sprint Cadence Management: Successful execution of all ceremonies (Planning, Daily Stand-ups, Reviews, Retrospectives).
  • JIRA Roadmap & Backlog: A fully groomed, transparent backlog with clearly mapped dependencies across the FHIR/CDA workstream.
  • Executive Status Reports: Weekly burn-down charts and milestone tracking specifically highlighting progress on the Data Modeling Framework.
  • Delivery Transition Plan: A clear roadmap for the post-design phase to ensure seamless implementation.
